1. Kellen Moore, Boise State
Moore jumps up on the list this week with a 14/1 TD/Pick ratio. He leads the NCAA (1-A) in passing efficiency, and his Broncos, with a great week this week, could take over the top spot in the PRS. He also seems to be the leader in the Heisman race as well.
2. Bryant Moniz, Hawaii
Moniz just keeps plugging along as he leads the nation in passing TD's and yards per game through the air. He can make a huge splash this week if the Rainbows can somehow knock off Nevada at home in Honolulu this weekend.
3. Brandon Weeden, Oklahoma State
Weeden is a true QB and will throw the ball as many times as the game plan calls for. He makes everyone on the field around him a better player, and has really filled the void left by the graduation of Zac Robinson very nicely. OSU is in prime position to take the Big 12 south, and they will do it by riding his arm.
4. Taylor Potts, Texas Tech
Tech has struggled as of late, but Potts is starting pile up Tech-like numbers this season. His 17/4 ratio is very good when you consider how much the team had been struggling before the big win over Baylor.
5. Russell Wilson, NC State
Wilson's Wolfpack is not out of the ACC race yet, but one more loss would put them into a who-cares bowl scenario. Wilson is keeping the team in the race by ranking second in passing yardage and by ranking tied for second in TD passes nationally.

Terrelle Pryor, Ohio State
Andrew Luck, Stanford
Matt Barkley, USC
Kyle Padron, SMU
Denard Robinson is noticeably absent, because he fits more in an all purpose category. The only passing stat that he ranks in the top ten is yards per attempt. By comparison, Cameron Newton is second nationally in QB Rating, and Terrelle Pryor has a 15/3 ratio to add to his rushing totals, which are significantly less than Robinson because Pryor does not have to run to keep the Buckeyes rolling.
